I've put aluminum wires with yarn into shoelaces (you can get them by the meter in haberdasheries) and I've dipped them several times in diluted clay. 
After sticking the wires in her head (the clay there was pretty firm) I've build a little scaffold and used threads to keep her ponytails in place until the clay dried completely. 
You could still see the shoelaces so I've put more clay (this time without water) and once it dried I've used sandpaper to make it look a little bit more refined.

For the thin, separate hairs seen here lukebasarab.deviantart.com/art… I just used threads dipped in Acrylic paint (no water), some hairspray and varnish.
